The contract action was not awarded competitively and was not fixed price, in accordance with FAR 6.302-1(a)(2)(iii) - only one responsible source and no other supplies or services will satisfy agency requirements. Due to the federal government shutdown in October-November 2025 and pursuant to DFARS 252.232-7998 Obligations in Advance of Fiscal Year 2026 Funding (DEVIATION 2026-O0001), an initial cost-only modification was awarded in the amount of $2,283,291,317 in November 2025. Once FY26 funding became available in March 2026, a larger modification was awarded manifesting the $2,283,291,317 along with an additional $15,383,494,792 for a combined total of $17,666,786,109.
