Contract Description
This is a presolicitation notice of the Government's intent to award a sole source award for the RCAPM Application RRIF Program. The authority for restricting competition in accordance with DOT Class Deviation 2025-23 is FAR 12.102 under 41 U.S.C. 1901 only one source. The Federal Highway Administration (FHWA) intends to solicit from a single source and execute a new sole source contract with Banclab LLC. This contract will continue work currently being performed under 693JJ320P000037 to support and maintain the Railroad Credit Assessment and Portfolio Management System (RCAPM) that supports the Build America Bureau Credit Office's Railroad Rehabilitation and Improvement Financing (RRIF) and assist the office, through the use of this system, in generating loan level subsidy calculations, m...
