Scope The Naval Surface Warfare Center, Port Hueneme (NSWC PHD) provides test and evaluation, systems engineering, integrated logistics support, in-service engineering and integration of surface ship weapons, combat systems and warfare systems for the United States Navy. Department of Navy Rapid Capability Office (DONRCO)’s mission is to bring together the people, tools, and processes to drive the rapid delivery of transformative solutions to the Department’s hardest operational problems. DONRCO serves as the single accountable organization spanning all naval warfare domains, responsible for the rapid assessment, execution, fielding, and transition of urgent solutions to ensure U.S. maritime supremacy.
