Contract Description
This solicitation is for commercial services for which the Government intends to solicit and negotiate with only one source pursuant to the FAR 13.106-1(b)(1)(i) using procedures at FAR Parts 12 and 13. Navy Maritime Operations Centers (MOCs) were developed as an Operational-level of War (OLW) Navy component commander (NCC) and numbered fleet commander (NFC) warfighting capability to be organized, trained, manned, and equipped to support commander’s decision-making and set conditions for operational command and control (C2) of naval, joint, and combined forced. The Chief of Naval Operations (CNO) established the MOC Standard to deliver fully interoperable MOCs that can execute common missions, functions, and tasks (MFTs) in support of combatant commanders.
