Contract Description
NOTICE OF INTENT TO AWARD SINGLE/SOLE SOURCE The National Oceanic and Atmospheric Administration (NOAA) intends to award a single source, firm fixed price contract as authorized by FAR 13.106-1(b)(1) to Blue Matter Science LTD for the purchase of dolphin management strategy evaluation services. The Southeast Fisheries Science Center is needing to develop an empirical management procedure for dolphin in the US Atlantic. The primary goals of the effort are to build the capacity to test bag, vessel, and size limits into the existing MSE framework, conduct a proof-of-concept exploration of the impact of static bag, vessel, and size limits management actions, as requested by the council, and incorporate bag, vessel, and size limits into dynamic MPs.
