Contract Description
To present the modeling framework results to the public and apply them in the Great Lakes Coastal Resiliency Study (GLRCS), USACE is required to subject the framework and supporting data to a technical peer review. The proposed contractor, Dr. Charles Yoe, is uniquely qualified for this task. Dr. Yoe is a nationally recognized expert in risk management economics and currently serves as a professor at Notre Dame of Maryland University. He has worked extensively with USACE on the development of SMART planning principles and has authored numerous guidance documents used throughout the agency. He is also the lead instructor of USACE’s Certificate in Risk Assessment and Management program, a credentialing course relied upon by USACE professionals nationwide.
